Gelatin would require heat in order to harden, but would probably cause your cool whip to have a gritty texture.

Instead, try kool-aid packets, add enough powder to satisfy taste.

Also, Hershey's and Nesquik have chocolate and strawberry syrups and powders for chocolate and strawberry milk, and again, just add enough to satisfy your taste.
