Here's my Great Grandma Pansy's recipe for Coogan. I havent been able to find a similar recipe online. I think this may be close in taste to the one you are talking about. This is recipe is very sweet and best right out of the oven.
COOGAN
1 package frozen dinner rolls (unbaked)
1 cup brown sugar
2 pints heavy whipping cream
Lay 12 frozen dinner rolls in a greased 9x13-inch baking pan. Cover with a towel and let rise overnight.
WHEN READY TO BAKE:
Cut small slits on top of each roll.
In mixing bowl, combine brown sugar and whipping cream. Once blended pour over rolls.
Bake at 350 degrees F for 20 minutes or until golden brown.
