When you tried making these cookies using brownie mix, did you use regular or low-fat mix? I frequently make them according to the recipe already posted in the links Betsy suggested to you, and they turn out MUCH differently than the ones for which I used full-fat brownie mix.
They are chewy but slightly dry, crackled, etc. They may be more similar to what you want.
BROWNIE CRINKLES
1 pkg. low-fat fudge brownie mix
1/4 cup water
1/4 cup pasteurized egg product OR 1 egg
Powdered sugar for rolling (approx 3/4 cup)
Preheat oven to 350 degrees F. Grease or spray with pan coating a cookie sheet.
Mix dry brownie mix, water and egg product (I use an egg) about 50 strokes with a spoon or until well-blended. (Dough will be sticky.) Using two teaspoons, pick up a teaspoonful-sized ball of dough with one spoon and push it off into the powdered sugar with the other spoon. Roll each dough ball until coated with sugar. Place balls about 2-inches apart on cookie sheet.
Bake 10-12 minutes until almost no indentation remains when touched lightly in center. Immediately remove from cookie sheet to a rack to cool.
Makes 3 1/2 dozen.
