Outrageous Chocolate Sauce

3 oz. bitter chocolate
1-1/2 cup sugar
pinch of salt (1/8 tsp)
1/16 tsp cream of tartar
1 can (15 oz) evaporated milk

Melt chocolate in a double boiler. Add all except milk. Mix well then add the evaporated milk a bit at a time and cook until thick....about 30 minutes.
