Here is one recipe that might be close to the one you are asking about. This recipe was previously posted on the recipe link by Carol Gibson in 1998. It sounds similar to what you describe. I would think you could use butterscotch chips in pace of the chocolate chips if you wanted, also.

Rich Chocolate Chip Toffee Bars
2 1/3 cups all purpose flour
2/3 cup packed light brown sugar
2/4 cups margarine or butter
1 egg slightly beaten
2 cups (12 0z)Semi-Seet Chocolate Chips (divided)
1 cup coarsely chopped nuts
1 can (14 oz) sweetnened condensed milk
1-3/4 cups (10 oz) SKOR English Toffe Bits, divided
Heat oven to 350 degrees. Grease 13x9x2 inch baking pan. In large bowl stir together flour and brown sugar. Cut in butter until mixture resembles coarse crumbs. Add egg: mix well. Stir 1-1/2 cup chocolate chips and nuts. Reserve 1 1/2 cup mixture. Press remaining crumb mixture into bottom of prepared pan. Bake 10 minutes. Pour sweetened condensed milk evenly over hot crust, top with 1-1/2 cups toffee bits. Sprinkle reserved crumb mixture and remaining 1/2 chips over top. Bake 25 to 30 minutes or until golden brown. Sprinkle with remaining 1/4 toffee bits. Cool completely in pan on wire rack. Cut into bars.
Makes about 48 bars. Very rich, very yummy!!
