ISO: How to rid garden of ants.

Part of my vegetable garden has been taken over by hordes of ants. This part of the garden, about 20x30 feet has become a solid mass of ant hills and tunnels. Any suggestions as to how I can encourage them to move away will be greatly appreciated. We have tried all-night flooding of the area several times, but as soon as the water disappears from the surface, they are back in full force. Would a solution of tobacco tea drive them away without damaging the vegetable plants? Thanks for any suggestions or help.
