Recipe: Beef Short Ribs with Exotic Spices (using soy sauce and whiskey)

2 quarts water
1/4 cup soy sauce
1 cup Scotch whiskey
6 scallions, white and light green parts, finely chopped
1/4 cup (packed) chopped fresh cilantro leaves
2 tablespoons sugar
2 tablespoons five-spice powder
2 teaspoons ground ginger
Zest from 1 orange, removed with a vegetable peeler
4 pounds beef short ribs
Salt to taste
Combine water, soy sauce, Scotch, scallions, cilantro, sugar, five-spice powder, ginger and zest in a Dutch oven and bring to a boil. Reduce heat to medium-low and simmer for 10 minutes to blend the flavors.
Add short ribs and simmer, partially covered, until meat is tender and almost falling off the bone, about 2 hours.
Remove ribs from the pot with a slotted spoon and set aside. Remove the zest and discard. Increase the heat to high and reduce the liquid, stirring frequently, until it thickens slightly, about 15 minutes. Season the sauce with salt, if necessary.
Return the ribs to the pot and simmer until heated through, 2 to 3 minutes, then serve.
