Frosted Anise Cookies

I got this recipe in the mail today from my mom. She insists that you must follow the recipe to the letter (especially the wooden spoon part) for them to work right and make the "frosting".
3 eggs (at room temperature)
1 cup sugar
1 1/2 to 2 cups flour (depending on the size of the eggs)
1/2 tsp. baking powder
1 Tbsp. anise extract or anise seeds
Sift flour together with baking powder and anise seed, if using seed.
In a separate bowl:
Beat eggs until light, add sugar and anise extract, if using extract, and beat 10 minutes on high speed while gradually adding flour.
***Important: stir by hand with a WOODEN SPOON for 10 more minutes***
Drop by 1/2 teaspoonfuls onto a greased cookie sheet. Let stand 10 hours or overnight.
Bake approximately 10 minutes at 350 degrees.
