ISO: Molina's Relish Recipe Question

I tried the recipe for Molina's Carrot and Onion Relish and found the result to be extremely vinegar tasting. I cannot figure out why. I covered the entire recipe with white vinegar and brought to a boil and then simmered until vegs were done. Should I dilute the vinegar or should I just cover the carrots? What I fixed tastes nothing like what I get at Molina's. Please help! I live in Colorado and cannot visit Molina's very often.
