Soft Raisin Cookies

This is my very best recipe for soft raisin cookies - someone wanted soft oatmeal/raisin cookies, but I've never put oatmeal in these. A person probably could do so.
Combine and cook 5 minutes:
2 cups raisins
1 cup water
Let cool slightly and drain the raisins, saving the raisin water.
Blend together:
1 cup shortening
2 cups sugar
Add:
3 eggs
1 tsp. vanilla
Sift together, and add alternately with water from the raisins:
4 cups flour
1 tsp. cinnamon
1 tsp. baking powder
1 tsp. soda
1/2 tsp. salt
1/2 tsp. nutmeg
Add:
the cooked raisins. Stir to thoroughly mix.
Put on lightly greased or papered cookie sheets bake at 350 degrees for 12-15 minutes.
Frost with vanilla butter cream frosting, if desired.
